Sun City Anthem Community Association, Inc.
Board President Reports on the Status of Independence Center
August 16, 2005

To All SCA Residents:

To keep you informed on the Association’s progress to declare Independence Center open in all respects, a frequent status report will be put on the Sun City Anthem Community Association web site.   This is the first of these reports.  This report is also being included in the September Spirit.

At the July Board meeting, decisions were made that will help the Association reach the goal of declaring that Independence Center is open for all uses.  The Board approved on an interim basis the proposed Lifestyles Policy and Procedure, so that scheduling and use of the Multi-purpose Rooms can happen today.  The Board also approved the process of having the Association’s Maintenance Department follow-up and resolve the few remaining open warranty items.

In addition, there are a large number of other requirements defined on what has been called, “The Wish List.”  This list includes such items as improved lighting for the Library and the door for the TV Studio located in the Community Services Building.  Dea McDonald indicated that Del Webb was willing to contribute $100,000 to the Association, so that we could pick those items that we wanted to spend money on.  The Board is in the process of prioritizing the items on the wish list, and will begin negotiations with Del Webb shortly.

Being a pragmatic person, I will encourage the Board to agree to pay for some of the key wish list items, so that the other parts of Independence Center can be utilized, while we negotiate with Del Webb.  My goal is to have the Association using the building as quickly as possible.

The following are the estimated completion dates and controlling items for the occupancy of the rooms presently not utilized or partially utilized.

The Lifestyles Policy and Procedure is being finalized based on guidance from the Board and will be posted to this web page once the Lifestyles Committee and Board approve it, anticipated to be in September. In the meantime, a hard copy of the interim Policy and Procedure (Rev #4) can be obtained from Caren Carrero in the Administrative Office.

Angel Property Tax Initiative update!

It looks like we will have to postpone signature gathering for the initiative until October 1st. I'm sorry to break that news to all you good folks that are sitting on the edge of your seat with anticipation, but we will still have about 8 months to get the needed 120,000 (83,000 are required) signatures.

The cause of the delay is a new law passed in the last legislature called SB224 that makes it so the wording of the 200 word description can be challenged during the first 30 days after filing. The soonest we can file is September 1st. If we start collecting signatures then and somebody challenges the wording and something has to be changed, all the signatures we gathered up to that point will be invalid. Since we don't want to have to ask people to go back and get the signatures they already collected a second time, we think it best to wait until the 30 days is up.

Things are moving forward at a fast pace.

Certain legislators are already conspiring to put forward a couple of bogus property tax initiatives just like the lawyers did with the tort reform initiative last election.

That means we are going to need to collect lots of money to do TV and radio ads to counteract their misinformation campaigns. Thank you for all the contributions that have come in so far. We realize it is a big sacrifice for many of you because of the tight budgets we are on with increasing costs of living.
