An Interview with Favil West, President, Sun City Anthem
Community Association, Inc. Board of Directors
Publishers note: Over the past few months I have been trying to
get together with Favil West, President of Sun City Anthem to
discuss with him the issues confronting Sun City Anthem; the
continuing accusations by former Board Member, David Berman, and
Trumpets Restaurant. We met this morning, October 11, 2006 and
this is the first in a series of several interviews Favil has
agreed to.
Chuck
Favil, you seem to have been exceptionally
busy since you were elected President this past May. What is
taking so much of your time?
Favil
A lot of things are going on and I will just
hit a few. As you know, one of the key issues I have had since
my first meeting with Bill Diveley in 2001 has been
communications and the need to improve the entire scheme.
In 2004 the Communications Committee was established and over a
period of approximately a year it became clear to the board that
it was not going to work. The previous board dissolved the
Communications Committee and provided for the formation of a
Communications Department.
A number of loose ends remained which required Bob Berman and I
to spend some time with the department manager. We wanted to
make certain the manager understood that he was responsible for
communications, not the board of directors and that he needed to
move forward with a plan of action as quickly as possible to
ensure that our residents would be kept informed on all issues.
Our next step was to look over the meeting structure with the
idea of improving it. We added a consent agenda that follows the
same process as that of the City of Henderson and most other
municipalities in that it allows the board to pass a group of
non-controversial and/or informational items with one motion. It
also keeps the residents informed as to issues which don’t
normally surface. We discontinued the oral comment period at the
conclusion of the meeting as, by law, we cannot address any item
not included on the agenda and most of the comments had little
to do with the business of the association.
We expanded the blue card system in order to enable residents to
bring issues to the attention of the board for inclusion on the
next board agenda or for other action. We changed the method in
which the board addresses action items by allowing residents to
speak to an issue before a motion is made and before the vote is
taken. In one case, it changed the board’s vote.
We have literally spent hundreds of hours in negotiations with
Trumpets, as well as numerous other issues.
At the first meeting of the new board, we took action on 18
issues which included a single motion covering 3 fines for
violations of our governing documents. One of the motions
directed the CAM (RMI Management LLC) to hire a compliance
person. I think our biggest problem was the fact that when the
new board took over May 25, there was a good deal of catching up
to do. Del Webb/Pulte was anxious to get Recreation Center 3
under way and we had not even seen the RAC (Recreational
Amenities Committee) report as yet. One of the actions I took at
the May board meeting was to ask Roy to have the RAC report
available for board review, by June 8th. As you know we had
already set June 15th as the date for a special meeting of the
board to receive the report. In spite of a long agenda, the
board was able to complete all items in just over 2 hours.
On Friday, May 26, I asked Scott Fewell to have the draft
business plan of the Clarion newspaper ready for the
board to look at by June 9th. Remember, a business plan was
submitted to the board in a workshop September, 2005. I’ll give
you my report on the meeting for you to publish if you wish it.

Dave Berman says in his blog that you demanded that the
Communications Department provide the final version of the
Clarion business plan with only 2 days notice.

That is absurd. And David Berman knows it. He
called me Monday, 29 May, 2006 and asked me to delay the request
for the draft until an unspecified date in July. I told him he
was not a member of the communication department, and that Scott
would have to request any delay. After requesting permission
from Arnie to meet with Scott, Bob Berman and I met with Scott
on Wednesday, May 31st. We talked about the history of the
communications committee, Channel 99, the Clarion,
expectations of the board, etc. I asked if he had heard anything
on my request for a draft business plan. He said he had not. On
Wednesday, June 7th Bob and I again met with Scott. He said he
had heard nothing. On Friday, June 9th, I asked if he had heard
anything and he said that Jack Herlihy, and Dave Riccio had
resigned without requesting any delay. As you can see, a total
of 15 days elapsed between request and the date the draft was
due. During this time, no member of the print associates
requested a delay, nor did any member of staff make a request. I
recall from the presentation in September of 2005 Jack Herlihy
asking to give the Clarion “a chance to fail.” As a
board, we cannot do business that way. To put at risk several
hundred thousand dollars to give a newspaper “a chance to fail”
is ludicrous, notwithstanding the fact that it would be a breach
in the fiduciary duty by the Board of Directors. Frankly, I
think the question of why no draft business plan was made
available to the board should be answered by David Berman. As
vice president of the Association from May 2005 through most of
May 2006 he certainly had more to do with the Clarion
issue than did I. One has to ask the question, were his comments
about me and the handling of the issue a ploy to cover up the
fact that 7 or 8 months had passed and nothing had been
completed, or apparently started. Further, that the 40 to 60
volunteers needed to produce the paper had not stepped forward?
I think you can see why a majority of the board that David
Berman served on as Vice President as well as a majority of the
board that David resigned from had serious questions about the
viability of the newspaper.

anything to add to the statement I made at the Board meeting.
The issue is in the hands of the three attorneys and we are
hoping to see something in the next week or so.

The
Minuteman Foundation is the
organization which provides the funding needed to support the
activities of the Community Service Club. The Foundation is a 501
(c) (3) charity.
The goal of The
Minuteman Foundation is to
fund the many and diverse needs of the elderly in each and all of
our growing communities.
Pursuant thereto we have allied with the Community Service Club to
provide free assistance to SCA residents.
The services included are:
Transportation: To local
area medical providers or supermarkets. Three (3) business days
notice required to arrange for your ride.
Equipment: We will loan you (on a temporary basis) a
wheelchair, walker, crutches, cane, or other durable medical
equipment.
Home Maintenance: Assistance with minor home maintenance
chores such as: cleaning or replacing overhead air filters,
replacing batteries in smoke alarms and carbon monoxide (CO)
detectors, or changing overhead light bulbs.
Home Assistance: Resource Directory of information on
fee-based, discount, and many other services available to seniors.
Volunteers will also shop and deliver groceries or prescription
medication to residents who are temporarily homebound.
Support Groups: CSC sponsors several support groups to
assist the residents of Sun City Anthem. These groups are:
